Abstract

The article is devoted to development of methods of research of problems of incentives for economic development of countries and regions of the countries where these incentives are created by different architecture of intergovernmental relations in the country. The article represents a model based on the mathematical theory of catastrophe where there is a manifold of stable and unstable balance states between two models of budget system: based on the principle “bottom up” and “top down”.
