Management of social and economic development of the country’s entities associated with urban functions. City-forming functions create prerequisites for the trend of socio-economic development of cities, cause the quality of life. The authors calculated the coefficient of specialization of cities in the Republic of Bashkortostan (RB) to determine their town-forming functions. Shown hierarchy RB cities city-forming functions in two territorial levels: national (country level entity), the municipal (the level of municipal districts RB).
