Abstract


The article discusses the scheme of intergovernmental relations, which began to be practiced in China after the fiscal reform of 1994. The main results of its quantitative analysis and mathematical formalization are given. This scheme replaced the contract system, in which the provinces concluded individual agreements with the center, which involved annual payments to the central budget of a fixed amount or a share of the revenues of their budgets. The new scheme has unified China’s inter-budgetary relations, strengthening the political and economic power of the center.
