Abstract

The article reveals the reasons for the development and implementation of a new economic policy, the introduction of which was due to the desire of the party and Soviet bodies in the shortest possible time to overcome the consequences of the Civil war, to restore industry and agriculture. The author shows the events preceding the X Congress of the party, which forced the party and the government headed by V. I. Lenin to start the development of the NEP. The features of the implementation of the new economic policy and its results are revealed.
