Abstract

The main problems and causes of difficulties faced by Russia in the way of building native legal state are described in this article. Increasingly they are associated with what actions and decisions implemented by public authorities and local self-government, not always based on the principles of legality, observance of rights and freedoms of man and citizen, the openness of the activities of the bodies themselves. Therefore crucial in the practical field of formation of legal state is rethinking approaches to relations between the state and civil society.
